The Structure of Emergency Management In New York State

The New York State Department of Health, Office of Health Emergency Preparedness (OHEP) is divided into four regions called Health Emergency Preparedness Coalitions (HEPC). Counties included in each region are depicted above. Each region is staffed with a Regional Representative for the public health sector and one representing the region’s hospitals.

Regional Health Emergency Preparedness Coalitions (HEPC) hold quarterly meetings as well as annual drills and exercises.

Each HEPC region hosts a Health Training Center which offers a wealth of free educational opportunities on a variety of topics.

The Structure of Emergency Management in New York City

 

The New York City Department of Health and Mental Hygiene (NYS DOHMH), Office of Emergency Preparedness and Response (OPER) works to prevent, protect against, respond to and increase NYC’s ability to recover from the public health impacts of emergencies. Through partnerships with various city, state and federal agencies, health care facilities, community leaders and organizations the New York City Health Department strives to protect and meet the needs of NYC citizens.  

Each year that NYC Department of Health and Mental Hygiene orchestrates city-wide coalition meetings, drills and exercises and emergency management educational opportunities.

The city-wide Long Term Care Exercise and Technical Assistance Program (LTCEx/TA) is inclusive of health systems, hospitals, skilled nursing facilities, and emergency responders, local emergency managers and home and community-based services and including hospice providers.

While registration is at capacity for the 2025 LTC Exercise program, the New York City Department of Health and Mental Hygiene, Office of Emergency Preparedness and Response (OEPR) invites you to participate in the Long-Term Care Comprehensive Emergency Management Training/Technical Assistance Program (LTCCEMT/TA).

The mission of the NYCHCC is to promote and support all-hazards preparedness and response activities by sharing situational awareness, information, training and resources with all healthcare stakeholders to better prepare for, respond to, and recover from emergencies while ensuring continuity of care and the safety of New Yorkers.
